[CBQ] Congress Park and Eola ?

I'm working on an addendum to a couple pieces and need some input from guys on 
this list that know the answers. I know this isn't pure Q but the addendum is 
going at the end of two lengthy pieces that are pure Q.

1) the 1979 extension of yard crew limits. Was this a negotiated arrangement 
between UTU AND BN or a board award ?
2) my understanding is the 1985 agreement for two man crews allowed for utility 
men in certain yards per local negotiation. What were/are the "U" mans duties 
at Eola ? I'll guess and say help w/cross overs and make air, along with 
helping on any long moves. Anything else ?
3) how many engines per shift at Eola ? When did it go down from a solid two 
every shift ?
