| Louis, Hol, All - Just as a matter of claification with reference to "Assignment Sheets", their meaning has to do ONLY with ICC, later FRA, mandated periodic maintenence; NOT where the locomotives were restricted/required to work.  "Road" engines, both passenger & freight, could "roam" the system as needed (Lines East/Lines West management mandated restrictions apply).  The only requirement was when they became "due" for ICC mandated maintenence, they return to a facility within their "assigned" maintenence Division.  When it comes to yard engines (F & G class steam engines), they tended to stay "close" to their "assigned maintenence Division" due to the transit time required to move a low drivered engine any great distance.  If a road engine was "assigned" to LaCrosse Division, I would not be surprised to see it working a regular job out of St. Louis or Alliance.  But, when it came time for periodic maintenence, that engine needed to be moved to a facility on the LaCrosse Division (Savanna, NoLax, Daytons Bluff, etc.) for that work.  In my work experience, the ACD (Assistant Chief Dispatcher) had the "duty" (amongst a multitude of other duties) to see to it that engines "due" are moved to the correct Division for that "work".
