[CBQ] New Passenger Service to Moline

As an Illinois taxpayer I have no doubt my elected state officers and their 
appointed department heads conducted tough negotiations w/BNSF to equally share 
in these improvement costs that should eliminate eastbound frts parked all the 
way from Leland eastward. I am sure these changes will help Amtrak service come 
closer to on time performance. Oh and yes decrease BNSFs crew 
transportation,payroll,deadhead costs,etc.
