Superior NE was served by the CBQ, MP, CNW (at the end the Great Plains), ATSF and the Nebraska-Kansas. If I recall correctly the CNW and ATSF shared a depot after 1965. Norm Metcalf, Boulder Colorado

This is just a guess, but I think Superior may have been a joint agency. I don't remember if was with the UP, the MP or some other road. The top signal was the Q TO board and the lower signal may have been the other road's TO board.
