This much I can pass on as reference. In the early spring of 1980 while working at the Regional HQ as a staff asst to Joe Arrington who at that time was Reg Mgr Trains and Terminals I was assigned a project to monitor a series of open hoppers and when returning mty have a terminal switch them out from coal for return to ballast service. 

I was told this was an annual process that had been in place for a long time

I have a ACF-Rodgers-Hart 70 Ton Selective Service Car from W&R.  It is supposed to be a Q car 221000-221499.  It is an open hopper.  What service was this likely used in by the Q? 
 
Also, while we are on this point, I believe that it was said that the Hart HK-50-3 ballast cars would be found in coal service in the winter months, as ballasting would be curtailed due to the weather.  Do I have that correct?
