Per my photo collection & track diagrams, there was an underpass at one time
but was for drainage. The steep street near east tunnel entrance is in a
narrow canyon-like valley which funnels a LOT of water down to the Mississippi;
the then viaduct, now a drainage tile takes it away from the IC & Q mains.
YEARS ago there were mills or warehouses between where the current depot is and
shoreline but they were gone before the Lock & Dam went in. What is the model
detail if you model pre-"43 or so is the old vehicle bridge, the approach to
which remains.
Otherwise if you model post-WWII the only changes are 'new' depot (approx "58),
raised tunnel roof ("70's-80's), CB&N roundhouse gone (early 90's) and new BN
Engineering bldgs.
