The red is paint that is on a steel frame. The frame has a lip on the top and bottom, which was probably for mounting into a light fixture.

I would make the educated guess as for promotional purposes, it looks like it may have been in a frame at one point in time if you look around the edges, you can see a red band, which may either be red paint or rust, possibly from a metal frame.
