[CBQ] Zephyr headlights

Looking at the photos in just Bulletin 13, it is evident that retro-fitting of 
the raised headlight assembly was phased in over many 
years.  The earliest photo of the raised headlight is on page 38 and depicts 
#9907 Silver Knight in June 1940 handling the 
Exposition Flyer, whilst the latest photo of the lower headlight is #9902 in 
July 1945 (page 35).
