Yes, come to think of it, I think you are right that this was the standard. But 
I did find a small "step" on GN SD7's. See:

This was shot in 1955.

Also, the B&LE SD7's appear to have had a lower step:

An early photo of B&LE 803 in the Diesel Spotters guide also shows the lower 
"intermediate" step.

For Q modelers, however, the steps should go.

One additional point: Be careful when looking at photos of the ex-Q BN SD7's. 
It appears BN added steps. Note the following two photos of BN 6048 (CB&Q 400):
