According to Bob Yarger -  

Built was built by Baldwin in 1895, one of a kind.  CB&Q rebuilt it in 1897, 
eliminating the combustion chamber.  It had 84 1/2-inch drivers.  It ran until 
1905, when the Q rebuilt it to 4-4-2 2599.  It was retired in November 1929.

Certainly an odd-ball - enjoy
