I do not think it's a Q locomotive, unless they used that style of font for
their numbers way back then. And I am going to take a "shot in the dark", and
say that it's still at the plant getting work done to it (builder) as the
tender is not yet painted yet. I am also going to guess that the hogger is a
yard hostler.
