This has been documented many times.  A Lyman Coz card
photo shows the Empire Builder at East Winona.  A
storefront station was in downtown Winona, with a bus
to East Winona on the Wisconsin side of the
Mississippi River. The bus met all passenger trains
and carried passengers, baggage and LCL(if any).  The
bus yook several forms(school bus, & used Burlington
Trailways) over the years.  Debuque and East Debuque
had a simular operation.
