Any guess I would give is that .... a guess, but perhaps the obs cars 
were in that position for a buffet-lounge or tavern function if so 
equipped. Might there have been a full length baggage in any of these if 
a 2nd obs was included? Seems reasonable., but as I said earlier that's 
a guess on my part.
