[CBQ] NE12 Paint Scheme

 Bob P., the NE-12's were the first waycars to get this paint job from Havelock 
in the summer and fall of 1954, from the book CB&Q Color Guide to Freight and 
Passenger Equipment. By 1958-1960, I imagine the Q's waycar fleet would consist 
of almost all of the paint schemes the Q had for them, so if you are going to 
have several waycars you might want to check into that.
