CZ Turnaround

I should know this, but I don't. Help me, please! This is based on a 1950 
timetable.

Number 18, the eastbound CZ arrived in Chicago at 1:30 pm. Number 17, the 
westbound CZ left Chicago at 3:30 pm. Knowing that there were six CZ sets, 
was eastbound 18 cleaned and turned to make the westbound 18? Or was another 
set serviced and ready to go, allowing a whole day to turn the arriving 18? 
(I think this is the answer, but I am not sure!)
